For the Certificate in Adult and Continuing Education (CACE) Consortium, a collaboration of the Universities of Manitoba, Saskatchewan, Alberta and Victoria, provided strategic planning advice for on-line expansion of the Consortium including governance options, instructional design issues, common portal, for delivery and financial and marketing implications.

For the Canadian International Development Agency (CIDA), acted as principal monitor on the planning and implementation of a multi-million dollar management training institute in China; Chengdu Institute provides a number of its management and business programs throughout South-western China.
For Campus Canada, in association with RAA, designed and implemented an evaluation process that tested an online prototype e-Portfolio with end users who were diverse in terms of geographic location and the sector in which they worked.

For McGraw-Hill Education- HPI Group, NYC, in association with RAA, undertook a research project for product planning purposes, consisting of a targeted literature search to meet the business needs of senior personnel responsible for higher education in the US .

For Makerere University, Faculty of Medicine, Uganda, working with RAA, developed an evaluation framework and systems to monitor and evaluate the impact of a pilot telemedicine project (that included videoconferencing and ‘store and forward’ data transmission systems) on education programs and community-based health care.
For Patrimoine Canadian Heritage, in partnership with RAA, created benchmarks for the assessment of a French Second Language website, looking at best practices in online learning and the extent of market penetration, in order to guide future development and funding decisions.
For the BC Labour Market Development Board, wrote a research paper on the BC government’s adult training programs.
For the BC Ministry of Skills Development, researched and wrote a paper on alternative delivery modes for the apprenticeship system in BC.
For the Ontario Ministry of Culture and Communications, co-authored an evaluation study of audiences for community radio in four northern Ontario Aboriginal communities.
For the Ontario Ministry of Colleges and Universities, in association with James Hickling Consultants Ltd., evaluated a major Canadian distance learning network, Contact North.
For the Ontario Ministry of Skills Development, conducted a major program review in the field of access of women to apprenticeship training.

For Multiculturalism Programs, Patrimoine Canadian Heritage, managed the design and production of a national series of packaged workshops to promote citizenship participation for new Canadians.

For the Consortium of British Columbia Community Skills Centres), in association with Jennifer O’Rourke, undertook a research study and policy analysis of the potential of distributed learning to offer programming through local Community Skills Centres.
For the Canadian Association for Distance Education/ L’association canadienne de l’éducation à distance and the Association for Media and Technology in Education in Canada, as part of a four-person team, developed a policy paper analyzing strategic legal, financial and organizational issues in the potential amalgamation of the respective organizations.
